Shyvana's ult indicator is green even when she doesn't have full fury

Well yeah but your timer is technically off cooldown lol. Still, you have a point.
I spoke about that once, the Rioter said that her ult is always off cooldown and like mana having it, but not having the resources is something that needs to be checked. Gnar is in that weird spot too. He's mini Gnar but has his ult etc.
It'll likely stay that way not because they want it that way, but rather it's easier to keep it that way from a technical stand point.
