Annie Ultimate Cooldown

I have found a bug on Annie and im not sure which it's supposed to be but with Annies ult sometimes it will go on cooldown while tibbers is walking around and when tibbers time runs out it will basicly be back up again but then other times the cooldown with start after you use tibbers and im not sure which way it's supposed to be but I hope you fix it none the less.

it isn't a bug. when you cast tibbers it goes on cooldown in the backround, with 45% cdr you cna have tibbers up for the full duration of the cooldown or longer, and when he dies, you can cast r again (if he survives the full length) the cooldown starts on cast, not when tibbers finishes his stay on the rift.
