Impossible to use tp for few seconds after a respawn

I got this bug while playing URF today, I'm not exactly sure how it happens but I ended with this conclusion on how to reproduce it:

Step 1: Die and wait until respawn (TP must be up before the respawn). Step 2: When you're about to respawn (about 3 seconds before), spam TP on a turret/ward on the minimap. Step 3: Respawn, TP can't be used for 10-30 seconds (I don't know how much time it can be unusable, this is the minimum and maximum time I get).

Am I the only one who got this bug?
