Unable to launch league of legends

This is actually for my friend who is trying to start playing, but they sent me videos of what is happening so I can explain it well. The first time they downloaded it and tried to open it, they got a message saying that they wont allow the directory. They reinstalled the launcher now, but whenever they open it the icon appears then disappears after a second without opening anything. What can they do to fix this? Thank you.
