It's not because of Fizz, it's Soraka. Her E ticks too slow. Everyone has a small window after Zhonya to escape her silence
It's the way Soraka's E ticks. If you spam your E button (in Fizz's case) or your mobility spell, your champion will use their movement abilities. Her E ticks really slowly.
