Sejuani / Scuttle interaction bug [Gameplay]

I fully blame my solo que loss on this bug, none of my low quality teamfighting skill late game was involved. Around 5-10% of the time when killing scuttle, it will dodge your E and consume the stacks. A few times because of Sejuani's passive not being applied on an auto attack, I've even lost scuttle to the enemy jungler's smite or Q.

How to reproduce : Step 1 - Go into practice tool Step 2 - Pick Step 3 - Start killing scuttles over and over and using E on them. This particular instance was at ~10 minutes ingame but it can happen at any time and with either scuttle.

This bug has existed for multiple patches.
