PBE client

Didn't know what section to publish this thread in so I decided upon this one. I've recently come across that for some reason my PBE client has literally just vanished. It used to be in a file on my desktop, the app use to be on my taskbar and everything. I was trying to reinstall the PBE client but everytime I do a launcher pops up with a single option which is, "INSTALL LEAGUE OF LEGENDS". So I click it and it redirects me to the installation to an NA client. How do I reinstall the PBE?
