Garen Empowered Auto (Q) with statikk shiv BUG???

I love how simple yet fun Garen is and sometimes I like to go the one shot AD Garen Build (Trinity Edge, Statikk Shiv, IE, Duskblade...)

However, I found that the lightning from the statikk shiv goes off before garen actually smashes someone with his empowered Auto from his Q. The one shot damage number of his signature move (that sliced urgot in half- yes I imagined it happening vertically / rip old urgot lore) isn't as impressive because the lightning goes off before Garen even lands his auto.

From the perspective of an low hp enemy unit, a garen would run up to you and before he even hits you with his Q, you would die from a statikk shiv.

This does effect the game and I think it's a bug. Please fix it if it is Riot :D
