Statik Shiv bugged

Over the last two days I've been noticing that my crit chance is extremely low when building Statik Shiv. I mean, its sitting at about 15-25% when reviewing my games (With IE built as well). Building Phantom Dancers is right at where it should be. So the only assumption I can come up with is that Statik Shiv must be bugged. Either I'm incredibly unlucky or the item itself is bugged.
