Fizz's Ult

I don't know if this is a bug, or if I'm just somehow using the ult wrong. Because when it's on normal cast, I can use it at its full potential(distance wise). However, when I switch the ult to smart cast, the little fish literally only goes maybe half an inch forward, no matter where my cursor is.

Any suggestions as to why this might be?
