I was gifted a skin and it doesn't work

Repost because i have more info and also im pretty upset.

I was gifted a skin today, i got the message and the notification, but when i go to use the skin it gives me a "skin failed to set please try again". In champ select it shows the skin, but in game and in loading the skin is not there. It was not added to my Collection even though i can set it on my profile. If i click Unlock in the purchase menu it says i already own it but then when it goes back it says i dont again. I've refreshed the client twice with still no luck. And i have also sent in a ticket, but i am yet to get a response.

My account is not registered on the PBE, its on NA. All questions are welcome.
