Cheap Shot damage doesn't proc off of Arcane Comet. Intended?

Cheap shot says it activates on damage occurring AFTER the impairment. I slow champions with Camille's W which procs comet and when the comet lands, it doesn't do true damage on the slowed target even if i have cheap shot equipped.
