[GAMEPLAY]/[CLIENT] Party Rewards system stopped working?

The last few games I played with a party of people, I haven't been getting any of the "bonus IP reward" that I should be seeing. At least, it isn't showing up on the progress bar thingy at the top of the postgame lobby screen; I see a section for "won game", a section for "matchmade game", and a big greyed out section for "if you had an IP boost you'd be getting this much more!". But unlike the first few games I played after the system was turned on, I don't see a section for "bonus IP party reward" or whatever it was called.

Did they simply disable the Party Rewards system earlier than they said they would? In the original announcement, they said it would be active until March 16th, but its only the 14th today...

tl;dr for below paragraph: from its introduction, I haven't understood how Party Rewards are supposed to function, nor have I been able to make sense of how it seems to be actually functioning. Bugged? or poorly explained?

Also, when the Party Rewards WERE working correctly, the value they gave you was either bugged or the list of "jackpots you might get for parties of this size" was horrifically misleading. The list implied that you would gain somewhere between normal rewards (100%) and 4 times the amount (400%) if grouped with a single partner, and between normal rewards (100%) and 16 times the amount (1,600%) if in a group of five people. However, of the maybe 5 times I did get the Party Rewards bonus, I only ever got 58 IP (base) plus bonus 16 IP, or 99 IP (base) with bonus 18 IP... Even though rewards were supposed to range from 100% of your base to 400% (or more), not once did I get more than 130% of my base IP reward. Did they simply underestimate how rare the "jackpot" reward was? Is/was the distribution nonlinear over the full 100% - 400% range? Maybe it was bugged and giving +16 IP when it should have been giving x16 IP?
