Brand Ultiamte is bugged [ GAMEPLAY ]

The YT video shows a Brand using his R on poppy with 2 valid targets in range and getting 0 bounces.

Here is another clip from YouTube showing Brand using his E on Sona and right after that using his R, aaaand getting 0 bounces even though there was a lot of minions around Sona.

It's unclear when, or why this bug occurs, I couldnt seem to get a clear reproduction of it, seems completly random to me. Maybe looking at the code could make it easier.
