Brand Ultiamte's bug

So here is a clip from YouTube showing Brand using his E on Sona and right after that using his R, aaaand getting 0 bounces even though there was a lot of minions around Sona. I've experienced this bug myself many times, but wasn't sure if it was a bug or it was just me miss judging the bounce range. Now its clear that Brands ultimate has a bug where sometimes it just won't bounce even if there's valid targets.
