Shop screen issue.

When someone initiates a surrender vote, if I'm at the shop and buying something, clicking "BUY" has me voting yes. I didn't want to vote yes. I didn't want to vote no either. I wanted to buy an item from the shop. Yet the interface isn't solid enough to keep me from interacting with a window underneath the shop window.

Please investigate this.
