Gifting bug?

I bought $35 worth of RP so i can gift a friend (lvl 16) some champs and skins, and it wont allow me to gift...

Anyone have this problem? do we have to be friends for more than 24hrs? whats going on, the only thing gifting says is has to be above lvl 1...
