New "Installer" Hates My Computer

When I go to open League, the same sort of installer for Riot Games that shows up when you download Runeterra pops up. Even leaving it open for long amounts of time makes no difference, it'll forever say "installing" until I kill all related processes in task manager, and on next try to boot it up, the new installer page doesn't appear, I go straight into the normal League client.

This also means that I can't pre-download Legends of Runeterra because it'll forever say "installing" much like league before I terminate it, but it'll never work even after retrying.
