Step 1 : Pick Garen into a game. Step 2 : Press Garen's E and move with it Step 3 : Cancel E after 1 second lock out Step 4 : Garen will stop move, rinse and repeat for safety

Garen dropped from 14th in winning rate to 46th on 2 patch .. He deserve to get his bug fixed .
