Project Skin Shard Orb only gives another Project Skin Shard Orb. Is this a glitch?

With my last 48 tokens I got my second Skin Shard Orb. However when I purchased it with the tokens and opened the orb, only another Skin Shard Orb came out. I checked the missions&Loot page just to make sure and it does say Contains: One Skin Shard Orange Essence Chances to contain: "Skin Shard Orb" etc...

So I basically got an item under the section of "chances to contain" (which is great) but didn't get the item I'm guaranteed to get which is under the section of "contains". I think this is a glitch or maybe it's not. I'm not sure but I want help. Thanks.
