[GAMEPLAY] Kassadin's New Silence

Essentially I was getting a silence on Kassadin's Q in an ARAM game, around 0.5 seconds everytime. Felt kinda unfair, but I never played when he did have a silence. I'd say this may need a hotfix if anyone else has seen it too. I added the match history as the link if that helps.
