Got raped by Riot code

I have about 50 ping through this game, never more than 60 never less than 40, but I consistently am not able to triple or double cast spells as I have done so many times before. I would like to know what in Riot's code base would prevent this for some players and not for other's since this double standard should be an obvious investigation. I'm pretty sure that there is something within the code blocks that consistently prevent certain castings for good reason. And I'm positive there are code blocks that allow multiple casting for good reason. But there is no good reason for inconsistent behavior in the code. Riot pls fix. I am really open to providing what assistance I can. The expletives are just there because you don't read them if I don't put them in. Cry for attention op.
