Bottom bar in Windows 10

Because of this bug/bar in the bottom, I am forced to play in borderless mode in ranked, in which it costs me a loss. Even if I ignore the bar underneath, if I hover onto the bar, it would make my LoL app shrink, and I have to unshrink it to play. And this happens during teamfights too. It's happening in ranked, just because of this bottom bar. No matter what I did, I could not get rid of it unless I restart my computer.

I would like to ask for ways to resolve this bug.
