[Shop Bug] Newbie help tips turned off, shop still shows newbie help tips when unable to buy item

Trying to buy an item that you cannot buy will popup a newbie help tip window when newbie tips are turned off.
Tried turning both on for a game (still had the tips [duh, expected]) turned them off next game and still had the tips (unexpected).
pre reqs: have all newbie tips off
- open shop
- try to buy an expensive item
- get the popup
expected result: no popup actual result: popup
