Is Bard free now?

Several of my friends are now able to play Bard even though they do not own him. I was wondering if this was a bug in game or if everyone owns Bard now. If so then would those who purchased him with RP/IP get refunds?

Might be free for a few days because of how long they had him disabled. It kept him off free week list since he was disabled when he came out. It's either a bug or intentional to make up for the days he was disabled

EDIT: Idk if i'm wrong or not but it seems he's on free week now. They changed now it seems

I actually posted a bug on this myself, & included pics, but notice their isn't an exclamation on the top right of his icon indicating he's a champion rotation champ.

Due to Bard currently being disabled, Leona will be taking his place in the free rotation this week. He will be added to the free rotation once he is re-enabled.
