So my league didn't work so i reinstalled and now i just get this downloading screen where it normally has a % and blue bar but now it just stays grey forever. Help please?

Are you getting captchas on websites you visit, including this one? If you are, then the download is hosted through Cloudflare and your IP is part of the blacklist that went out last night
not getting captchas although that might be true, my entire town cant play league though
