The files aren't real! (over scanning!)

So, recently, I tried to play on my dad's PC, and it started scanning files (it wasn't up to date so I ignored it for a bit) and when I look back at it 3 min later... it had scanned like, 300,000 FREAKIN FILES! I could understand like...... 5-1,000 like it USUALLY does with big updates, but 300K? really? So I Looked it up, and no results were found... NO ONE's solutions have worked, and so I forgot about that computer's client and went to my laptop... NOW it has the SAME EXACT PROBLEM, but with the update 4.19 patch (summoner's rift stage 1).... I haven't restarted my PC (didn't work for the other one), I tried deleted the rads documents (except the .dll) [don't worry, I have them in another area in case that didn't work]... I've tried letting it just sit there in the background... But to no prevail. I REALLY need help, I JUST BECAME lvl 30, and need to play some ranked D: PLEASE HELP!
