Cant move items

my items can no longer be moved around on my hotbar, what gives? how to fix?

EDIT: also, when i mouse over the item in the hotbar it does not pop-up the tooltip.

Added Info as requested: CPU: AMD FX8120 OS: Windows 7 GPU: Nvidia GTX 970 This has been in Ranked games so far

You need to provide more information than you have. Start with what operating system you're on, if you're trying this in ranked or normal games, etc.
