Simple bug, but clearly a bug. Ultra-slow Dragon Rage projectile

I was playing a match as who the heck knows. I don't recall. But here is what happened:

Lee Sin uses ult on me.

Braum happened to Q me about the same time.

I took 3.5 seconds to travel the distance.
