Kayle's E does not proc the sustain passive of Tailsman in the jungle off the AoE

Is this intentional or..? It completely kills Kayle jungle as it makes her way too weak to early invades while destroying her potential to healthily clear raptors and wolves, and her damage isnt exactly high enough for her to get a good enough clear without backing from the damage she takes while killing buffs, please inform me why this happens!
