Animations are cast, damage is taken, animation does not complete are cancels are on everything now?

Client is garbage. Literally 32ms ping, 140 fps and I get abilities disappearing, health regen going crazy then reverting, pathing from back in the 80s with moonwalks and pull backs. Does the server send the garbage or does our client just suck.
