Possible Veigar E bug

There was a veigar in my game that had a bug with his event horizon or its just the particles of the omega skin that was not showing his e coming up. And I was playing ezreal against the veigar. I could not e away from his wall a single time. unless I just saw him running at me I e'd away instantly. I'm not sure what happened normally it takes veigars wall around 0.75 seconds or something like that before it can stun and it was almost like his wall was stunning before it was full set up which was annoying and thought he was scripting. because the second he casted his wall he was already using his w q. I kept seeing his w animation going off then boom stunned and taking a lot of damage. So idk if its a bug, him scripting or what, I reported it just incase he actually was.
