I was able to complete the mission thanks to someone that informed me that the Brazil League (CBLOL) games count so I just watched Kabum play. For the following mission I've gotten 1 live game (watched FNC v SK) and 1 more CBLOL game to count, but watching Splyce v XL did nothing even though I watched the whole thing. The only difference was I switched over to Twitch from YouTube.
It seems like you need to have the following criteria to make it work (in my experience):
- YouTube
- Watch all the way through on fullscreen or without tab swapping/minimizing browser for any reason for VODs or for Live, watch from champ select to post game analysis same way
- Watch from any region except LCK and LPL
I feel like Riot should really clarify these "required" factors or better program it/bug fix. I've had the LEC stream live all day and only one match has counted? That's ridiculous.
I've reached out to someone on the team, and I'll post an update if I get any information on this.
I learned from others that the CBLOL Brazil VOD's will work for the mission and I've just tried this and I can confirm that I GOT THE MISSION FROM THE BRAZIL VODS !!! (I've tried watching about 10 other videos from LCK and such and didn't get it). I watched a kabum! (KBM) game for about 20 minutes and then checked and it was completed and I acquired another mission to watch 3 more for 250 blue. Not bad.

I like how Riot adds this in-game advertisement, just to have it be broken and not even give you credit. I'm sure they've gotten a big viewership bump JUST from people trying to get this quest to work. I remember this happening the last time they had a VOD/Live game quest. Not saying that its intentionally bugged, but it seems they're in no rush to have it fixed since the only downside for them is more people adding to their viewership count on youtube and twitch. [slayer-jinx-unamused]
I've now done what people recommend and other things.. still no credit. Watched 3 total games now from LCK/LCS/EULCS. 1 Each I mean and no credit. Seems to be broken entirely unless a riot employee helps or something.
I've also tried to watch CBLOL VODS but there is just still no reward. Can't Riot fix this or something?[sg-ahri-1]
Im running into the same issue. Watched a full live game and a full vod. No reward yet. 
My friend watched one vod and got it right away. he had it playing in the background while playing some league.
Aye, I can also attest to the issue. Watched several games (one over an hour long) and nothing. However, it was suggested that it only works on CBLOL VODs, so even though I don't understand the language I put it on 2x speed and muted it while I played an emulator... I received credit as soon as it was over.
Please try if you have the issue.

same situation here. I was interested of that icon, so I watched some 2 VOD games.
Then also watched 2 live games while logged on LoL website and still nothing.
Maybe it just takes some time to sort it out ?

I have watched 2 VOD and one live and still haven't received anything. Hopefully it gets fixed.

Just to update on the issue: The Watch and Earn mission currently cannot be completed by watching matches from certain regions Based on the information being spread around and my attempt to complete the mission, only CBLOL VODs will allow you to complete the mission at the moment.
I'm having the same issue. It is confusing because the quest does say to watch a live or VOD from "any region". So I'm unsure why it isn't working for LPL and LCK
