Can't use abilities in the beginning of a game

It happens randomly a couple times a night. I don't know what causes it, but I will load up into the game and not be able to use abilities. Literally anything that isn't clicking. My keyboard works because I can type to my team and tell them that I have to restart. Once I reload into the game it works. Unplugging and replugging in my keyboard does nothing to help. Literally only reloading into the game fixes it to my knowledge. And sometimes that's the end of the game right there. It's getting super frustrating.

And sometimes abilities will work when I initially load in, and then stop working after a minute or two. It's always before minions spawn. It makes the practice tool damn near impossible to use.
