Matchmaking Issues

Whether it is normals or ranked Riot always match me against people with better skill than me. Its natural in ranked but in normals that is absurd. Also matching me along side with atleast 1 good player, 2 in their own pace and the other not giving a f*ck about the rest. The matchmaking issue is definately worse than the past versions.
