[NEW CHAMPION SELECT] Fill doesn't count as role

When I try to play with my friends, often times I select "fill" to help round out wherever I need to go. Sometimes, if they amount of roles picked otherwise are simply too similar, the owner of the room cannot start the queue. However, when I change "fill" to something else that's not picked, they can then start the queue.

STEPS TO REPRODUCE:

1. Create a queue in new champion select (only tested in normals, but may work in ranked too).
2. Invite other players.
3. Have other players select somewhat overlapping roles.
4. Select any role + fill.
5. Watch as you cannot enter queue.
6. Change fill to otherwise unselected role.
7. Start queue.
