Can't Ban champs/Select a champ

Twice in a row now in ranked games, I have incurred a dodge penalty because I can't select a champ nor declare my intent for a champ to play, as well as runes, masteries, or ward skins. It happened once earlier today so i repaired my client, and have tried to play a second time a few hours later, and the same problem occurred. Rip my promotion series and also 30 minute queue dodging ban.
