[LISSANDRA'S Q BUGGED] Gameplay Bug

I played Lissandra just a while ago, and I was playing against a Zed. One thing I noticed since the game started was, my q's slow didn't work on Zed. I thought he was using some kind of runes or whatever, but when I checked his runes, there was none that I thought would reduce slow duration.

Now during teamfights, I also noticed that my slow didn't work on his team mates, that's when I realized my q is bugged! Riot please take a look at Liss and fix this ASAP! Thank You
