Champ select black screen forced penalty

This has happened to me on multiple occasion but usually about once a month. I find a game (ranked) get put in champ select see all my allies and myself for half a second then it goes to a black screen and the timer symbol that shows its thinking just sits there and thinks.... My only option is to hit the X in the top right corner and accept a penalty. Very annoying. lost elo and time.
