[Gameplay] Twisted Fate's Stacked Deck doesn't proc Thunderlord's Decree.

I don't think this is an actual bug in the sense that it isn't working as intended, however, I think this is an inconsistency in gameplay. For example, champions like Lux will proc Thunderlord's Decree by binding someone auto attacking and then the passive proc also procs Thunderlords. Fizz's W procs Thunderlords off of one hit. Poison ticks proc it etc. Brand's passive procs Thunderlords. I'm sure if I tested it, stacked deck wouldn't proc spell thief's even. I know Thunderlord's specifically says "every third auto attack or spell," and it could be argued that Stacked Deck is not a spell, but neither are any of the above abilities aside for fizz W which procs it off of one hit and then it's dot affect. Riot just completely ignored this ability on Twisted Fate, and it irks me since he is the main champion I play. Please post any other champion abilities that may have been ignored, and please bump for consistency.
