Remake fail

Got into game for the teemo to disconnect maybe 20 seconds after we load in. no movement/no items bought. remake was not enabled. I lost lp because of this person being afk, but no remake. and for once im actually irked about it... it followed all the rules of the remake and yet no remake. Can someone explain why no remake. For some people on my team that was the last game of a promo and it is frustrating that if this person was there and then afked is able to do that and ruin the climb that some people have put in. So, please look into updating the remake rules to better aquaint what is happening (cause sometimes biscuits stops a remake too).
