I've had this issue occurring over the past few days in normal games and I have no idea why. I've gotten a few timers and I don't want the punishments to grow worse due to a bug on League's part.

Sounds more like a connection issue. I'd recommend checking your internet speed, as well as maybe using the repair client tool, accessible through the settings on the client.
