Team Builder- Skins are working sometimes

I go in to team builder, select champion, skin, runes, masteries and summoners. Once in lobby I sometimes check to see if skin is selected. Ready up and on the loading screen i am skinless sometimes.

Any others with this issue. Its something recently that has happened to me.
