Refer a Friend system is broken?

My friends who I have referred on league of legends have hit level 10 but on the refer a friend page it shows them to be level 4, 9, etc. Any explanation Rito? Their usernames are Cleatface101 and awesomebullet22. Cleat is level 10 but he shows as level 9 on the refer a friend page and awesomebullet22 is level 14 but he is showing as level 4 still.

I noticed the same issue when I checked my RAF page earlier today, most notably a friend of mine is listed as lvl 25 while he has long since become 30 and ranked. Also worth noting I have a lot of no summoner named lvl 1 accounts for some reason, and those that are named haven't leveled regardless of the actual account.
