[GAMEPLAY] Weird bug

So this is a big that no riot members have heard. After contacting them they told me to come here so here i am. I have a video which I will put here. As you can see the cursor thing becomes red. All abilities become quickcasted and my movement is limited. My ability to move will go away very shortly. Also left clicking becomes impossible. I can't click the store or anything that has to do with left clicking. But note that this only happens after the cursor thing happens. So it can't be a problem with my mouse. Along with this any button on the keyboard won't work other than q,w,e,r,f,g. Also the enter key works. It also can't be a problem with my keyboard because once again my issues with the keys occur only after the cursor becomes red. Normally the main indication that I know this bug is taking place is the red cursor. I should also note that the bug only takes place after standing still. I normally will stand still and click on the map when I want to see what going on in the rest of the game. When i can't do that, I realize the bug is happening. I test it by clicking in front of me and indeed the cursor becomes red. In the video, my mic wasn't working so sorry about that. Because i can't even press ESC i have to press Command+Tab and force quit and then when i reconnect the bug is gone. It sometimes happens more than once or twice in a game.
