Legend: Tenacity does not give a appropriate amount of tenacity

Legend Tenacity seems to give less Tenacity than what the tooltip states; at 10 stacks it gives 21 instead of 30 (9 less). I have theorized that the cause of this is that you edited the tooltip but not the actual stats it gives. Not sure how nobody has spotted this yet, it's probably been in the game for awhile.
