At least 16 champions to play rank....

So i have my second account and i wanted to play rank but after i downloaded the 6.21 patch i loged in and when i click rank draft mode (doesnt show the lock symbol) it says "Error You need to own at least 16 champions to play ranked!".... I have 16 champs and i already have played 6 games of rank on this account... So its clearly a bug.. and its pissing me off
