[CLIENT] Ranked border/banner showing up despite being turned off

I have my border and banner both turned off, because I find it to be a source of toxicity from time to time. I never have positive comments about players' banners from randos in my games, I find them to be pointless as anyone on my friends list can just hover over my name and see it in the pop-up box, so I opt to turn them off in all ways that I can. An option that was added from this season.

Except it doesn't work. No matter what I do, I try to turn it on and then turn it off again, I log in and out, I turn it on for a game then turn it off for the next game and it still stays on.

Can you fix this, please? It's actually demoralizing.
