BUGS - J4 R (Cataclysm) Ability Issues

When you cast your Cataclysm on a enemy champion and they kill you midair casting Cataclysm, the Cataclysm doesnt do damage or create a circle but it goes on cooldown. But when this happens to other champions like Vi,Jinx,Lux,Cait or Pantheon their ulti goes on 10 sec cooldown and when they respawn they have it, while Jarvan has to wait one full cooldown cycle before he is able to cast his ult again.

The R ALSO doesn't follow champions through flash or do the damage if they flash away. This is bad coding which appeared with his rework for teamfights in season 6-7. I've received excuses about it before and other champions do not suffer this (like Garen's R).

Jarvan's ultimate is a POINT AND CLICK ability. Fix the lack of tracking or damage during flashes and its cooldown issue when he is killed midair before the circle is created please.
