Okay so here's the bug:
I went into a team fight and Rengar on my team got the kill so I stopped my ult as Kat. But then I couldn't use my abilities like q and recall until I'm dead. I restarted my computer twice but it won't help. Riot please you are fucking up my game.
I just had this issue in a normal (Team Builder) Summoner's Rift just before the 20 minute mark (believe I was level 11). Q doesn't work for Kat and she can't recall (B) to the base. It seems to appear after making a kill. Restarting the client or leaving->re-entering the match does not fix the problem. W and E seemed to work fine as well as shopping. Didn't attempt R. R doesn't work, either.
Semi-useless detail: Was using the merc kat skin.
Was going to attempt a custom game to research this a bit more, but it appears the login server is unofficially down.
EDIT: Tried doing a few custom games with Kat, one with just Kat and one with bots. With bots, the bug still occurred (though it took about 34 minutes to bug). No skin was used. Only thing learned was that her Ult didn't seem to work, either.
